Back to Our Peoples By Acuil Banggol

*SMARTLY* : Specific! Measureable! Accurate! Timely! Locally! Yielding!

It was identitism as Jenubeen in our diversity as ethnicities and culture communities that enable us to successfully found South Sudan country on July 9,2020.

It is the same that could enable SPLM now and beyond to fulfill the trust and mandate by ethnicities and cultural communities to wade our path to establish a prosperous nation state. Hence let us stand firm with our social and democrat values and goals as mandated by article 5&6 of SPLM constitution. We must adhere to provisions of articles 33,36(4),166,167,168&169(3) of TCRSS. Let us implement R-ACRSS in good faith and in accordance with preamble and mandates under chapter VI calling to respect and to incorporate ethnicities and cultural communities in Ethnofederal System within South Sudan contexts. SSND resolutions sparked off and continued to be guided by its declared ten goals.

Why this idiocy and elitist, political and military oligharcy that allow us to surrender SPLM masses to these exploitative rebellious political vultures. We left our comfort fraternity and symbiotic relationships with ethnicities and cultural communities to elitist tendency. The process of political presuristic tendencies that allowed mushrooming of rebellious legitimacy was granted by SPLM. Let us go back to our *PEOPLES* in their *huts* and their *hearts* without fail.

Belgium, United Kingdom are constitutional Ethnofederal kingdoms that are prosperous for accepting recognizing ethnicities and cultural communities at all levels of government. Singapore success was pragmatism founded on recognition and incorporation of ethnicities and minority cultural and political groups. Switzerland with four official national languages relied on 26 Cantons along ethnicities and cultural communities. India, Ethiopian Ethnofederal systems are promising.

Why not South Sudan?

Again SPLM must opt for institutionality and constitutionality. Else we would be falsely crying fowl. Arusha nor any unification would work. Unification is none starter bu is now a bait used by political vultures to repeatedly legitimize their selfish exploitative and presuristic political and lootocracy. Why this insistence on a path that makes SPLM vulnerable? Instead SPLM should remain open to welcome returnees but not vulnerable to self

proclaimed historical leaders or real SPLM. Are we fake. No we who stood firm not to jam start climbing through rebellion, hotel accommodation , driving and living expensively are in fact determined to give everything possible to help this country to come out from this hole. But I hope SPLM instutionalism dysfunctional state is corrected.

SPLM National Secretariat should be empowered as mandated by SPLM Constitution. National Secretariat shouldn't be held hostage. Let SPLM promote its Secretaries and Deputies to fill the positions of Secretary General. Appoint the two deputies to allow Deputy Secretary General for Political Affairs to support Cde Kuol Manyang to do the necessary Political Advise to SPLM Chair and Minister in Office of President. Fill the positions of vacant Secretariats. Why Acting, Acting everywhere. Madam Cde Nunu could become SPLM SG.

SPLM National Liberation Council to organize into basic Five Standing Committees and possibly other two or three. Heads of the such Standing Committees are supposedly to be the .members of SPLM Political Bureau. Secretaries of Standing Committees are Secretaries at National Secretariat. It is why officials of party executive are called Secretaries.

Advisors roles should be revamped, explored and supported to engage with research entities and universities to help in creating informed fraternity. The ongoing process of SPLM Resources Mobilization should be included in guiding and coordinating the roles of SPLM caucus members in R-TGoNU and now Economic Crises Committee. This is what is mandated by articles 9(17&18), 24(1,2,3&9) of the constitution. Same is with responsive provisions in SPLM constitution in respect to states through to bomas.

Why not adhering to legalize system.

Involve ethnicities and cultural communities to handle transitional justices, reconciliation and reparation to timely chose a path of peaceful coexistence. Encourage Abrahamic and African faiths to bless the process of depends and transitional justices. Then the constitution making process to kick off.

Declare state of emergency. Unified forces but unified ethnicities and cultural communities frontiers and incorporate them under Ethnofederal South Sudan.
